The Minister of Agriculture, Mr Willie Aucamp, confirms the recent appointment of a three-member Committee of Inquiry to investigate the affairs of the Arab Horse Breeders’ Society of South Africa (AHBSSA). This was following several issues and challenges that have arisen in the administrative affairs of the Society.
The Minister has made this decision after thorough consideration of complaints and representations received regarding the affairs of the Society. The Minister is satisfied that a formal inquiry is necessary to ensure that the Society operates in a manner consistent with its statutory obligations and the broader objectives of the Animal Improvement Act, 1998 (Act No. 62 of 1998).
“When I became aware of the Society’s challenges, my ultimate goal was to re-establish stability and proper governance back into the AHBSSA,” said Minister Aucamp. “That is why I have appointed a committee that compromises of experts in agricultural law, animal breeding, and organisational governance.”
The members of the committee are Dr Mono Mashaba (Chairperson), Dr Litha Magingxa and Advocate Johann Grosskopf.
The appointment of the Inquiry is made in terms of Section 22 of the Animal Improvement Act, which enables the Minister to appoint a Committee of Inquiry to investigate any matter relating to the affairs of an animal breeders’ society registered under the Act.
“The ultimate objective of this intervention is to ensure the election of a new Council to oversee the affairs of the Society and ensure that its operations are conducted in accordance with the Act,” said Minister Aucamp.
Minister Aucamp pointed out that the Committee of Inquiry is tasked with investigating the management, governance, and compliance of the AHBSSA with the provisions of the Animal Improvement Act and its constitution. The Committee will report its findings and recommendations to the Minister within 30 days after the expiry of the 30-day notice from the Minister to all members of AHBSSA announcing its appointment.
The Minister has confirmed that Dr. Frits Hoogendijk is no longer serving as the administrator. Mr Joel Mamabolo, the Registrar for Animal Improvement, will, in the interim, monitor the affairs of the Society and will also inform the Minister of any urgent matters that may arise.
“In line with the principles of fair administrative justice, I have directed the Committee to complete its work within a reasonable timeframe, and all affected parties must be afforded the opportunity to make representations to the Committee as contemplated in Section 22 of the Act,” said the Minister.
The Minister remains committed to ensuring that all animal breeders’ societies operate with integrity, transparency, and in the best interests of the agricultural sector.
